1. It's super annoying when you're trying to control your dog and a random person comes up and starts getting them excited.
2. Have you ever thought that, oh, maybe some dogs don't like to be pet by strangers? What if someone came up to you and started rubbing their hands all over your face? Exactly.
3. Some owners are very protective of their dogs, almost as if it was a child. They don't like when you come up to their dog without consent. You wouldn't go up and start randomly playing with someone's child now would you?
TL;DR: Owners know their dogs better than you think you do. If you start touching someone's dog without permission and get bit, it's your fault. Not the dog's.
