This isn't because I hear and read people saying "who" when they should be using "whom". It's because I hear people saying "whom" when they should say "who"! It's people trying too hard to sound smart I think.
"Who is at the door?" "He/she is at the door." "They are at the door"
"Whom is at the door?" "Him/her is at the door." "Them is at the door."
In this instance, use "who", not "whom".
"This chair belongs to whom?" "This chair belongs to him/her/them"
"This chair belongs to who?" "This chair belongs to he/she/they"
Use "whom", not "who"
Who : he/she/they
Whom: him/her/them
I don't care if you never use "whom". Just don't use it the wrong way.
