Suggestions for removing felt tip ink from a Wax Cotton Jacket?

CaptionIve googled this and surprinsingly not come up with anything. They say you're not supposed to use anything on them whatsoever except water and a cloth but thats not doing anything. Nephew had it on his fingers and I didn't realise now there's a whole wad of ink marks on the shouder. Thanks
