In my county’s library system, library fines are turned over to the county, but the county may not always return the funds to the library in the next budget cycle.

Library staff will often accept a used/like new copy of the same or similar book. This may be cheaper than paying the fine, but more importantly it helps the library maintain a steady collection of books.
