This is coming from someone who've lived a good portion of their life in Mainland China and had the Great Firewall to deal with. Even with active government efforts to render VPNs ineffective, there are still VPN services that work to this very day. I'm optimistic that with an influx of American VPN users should Net Neutrality be repealed in the US, ISPs would only be able to play a game of catch up they cannot win.
