If you rinse the ice with clean water it removes the layer of rough nucleation sites on the ice, thus discouraging heterogeneous nucleation (like the mentos reaction). Drain or drink the water then carefully pour a cold soda over the smooth wet glistening ice or down the side of the glass. Try it for yourself, if you are like me and prefer a fizzier soda this may be a tip for you! This may be why cooler ice or fast food ice or bag ice that is a bit melted can yield fizzier soda. If the ice is dry and fuzzy from condensation freezing on the surface it will ruin a soda experience imo.
