YSK: In a flood situation where pictures or a photo album gets wet, the photos can be saved if they haven't dried yet. Pull them out of the album or frame while still wet and hang them to dry.
This tip only works for pictures on photographic paper and not for computer printed pictures. With photographic paper, the last step in printing pictures is to wash the paper with water and then air dry it. In situations of house fires extinguished with water or floods where photo albums get wet, you need to get the photos out of the albums or picture frames as soon as possible so that nothing is touching the face of the picture. If your picture is still wet, you can put it on a clothes line and let it air dry. If the picture is dirty, it can even be gently rinsed with clean water before drying. Once the photo dries, it's difficult to separate photos or remove them from frames without ruining them. You can try to re-wet them, but it doesn't always work. The same is true for photographic negatives. They can also be saved by drying them out.
